Pretty sure you meant to bishops not do more than the absolute minimum that is required by law for reporting. Leaving out the word not changed the sentence's entire meaning. Holy cannoli, yes I meant to include the word not. That's what happens when you're proofreading and you read it back to yours...

The help line is instrumental in ensuring that bishops do no more than the absolute minimum that is required by law for reporting.
