I would recommend asking the questions using a tone that indicates you are an.active, faithful member with a few questions. That should be easy to do. For my tithing settlement this year, I wrote my bishop an email that basically said, 'We're full tithe payers, and were not coming in". I never heard anything back from him or the exec sec, and I still have a temple recommend.
