The use of the word “adjustments” and the staunch clarification that said adjustments do not change he sacred ordinances really annoys me. Why not just get rid of garments OUTSIDE of the temple? I was in the elder’s quorum presidency 3 times, then the executive secretary for several years, then 1st councilor in the bishopric for a while. While we’re throwing out theories, I believe Joseph knew the risk and was gambling on getting out of it using his charisma but also knowing full well his martyrdom would cement his legacy and fuel the movement west.

David Koresh probably had similar thoughts but chose death.
