I'm sure this is "ask" in the sense of "tell" or "give a command politely."

The white shirt uniform came from a general conference talk by Eyring in early 2000s. He used the symbology of the pure white shirts...that it shouldn't be a requirement, but it was in a way an unofficial uniform and he encouraged priesthood holders to wear them on Sunday. Thank you for explaining the white shirts! I kept reading about the white-shirt rule on ex-mo websites, but I myself never remembered it growing up in the 80’s.

I guess it was because I went inactive right after my mission in the 90’s and pretty much missed that stupid rule! Mystery solved!

You're very welcome. It's interesting to hear about some of the changes after leaving and how they came about. There's been several since I left myself and I wouldn't really know except for NOM and also my mother who likes to keep me informed as the ultimate TBM.
