I’m sure he some good old Mormon justification for why he did this.
It was to help families who couldn’t have children of their own...
He could both provide support to the mothers and help people needing children. It was. Win- Win for everyone.

Seems Maricopa County is stuck with their criminal Assessor for now. I will assume he paid his tithe on all these baby sales.
