As detailed in the latest FAIRMormon newsletter, they will select candidates from video submissions in which potential scholarshipees vie to demonstrate who is best equipped to really sell their LDS apologetic topic of choice to the judges.

I'm guessing those scholarships only apply to certain schools with the letters B, Y, and U in their names.
